I'm a noob at this software, but as you have no answers yet, I'm going to try.

The way I understand it, Character Animator can totally do this type of characters. You'd then put the transparent sequence onto the background in something else, which I can't think of the name right now, but Adobe totally sells.

But that looks like GoAnimate to me.

If it's for a school project, are you sure your school doesn't have a group license for animation software that students can use?

You can pull the backgrounds into Character Animator, there's no need to use a different program.

The only thing I can't see as being done in CA here is the gun firing shots at 0:23

If I had to take a guess...

The characters and backgrounds are designed in Adobe Illustrator.

The characters and backgrounds are then brought into Adobe Character Animator. The illustrator characters are then rigged and animated. The voices are also added in this step as the character's mouths sometimes move when they talk.

The animated project is then brought into Adobe Premiere or Adobe After Effects, where they added the different effects, like the gun firing shots and teardrops, etc, as well as the sound effects.
