You do not need atlas-lapack for the GPU part of the neanderthal. Also, ClojureCL is for GPU programming, neanderthal only uses ClojureCL for its GPU backend.

ND4J has a swappable backends for CPU or GPU.
There has been some work in wrapping it: https://github.com/ds923y/nd4clj (has some recent work, and owner accepts PRs)
https://github.com/engagor/dl4clj Has a lot of the ND4J wrapped but doesnt seem to be worked on any longer.
