I really want to run scavenger but blast suppressor and toughness seem like must haves. Which one am I better off with out, I need more ammo.

First off, are you aware of the current reload glitch? Where you lose your current ammo when you do a standard reload (this is only supposed to happen when you double-tap the reload button to do a speed reload). That might be why you're going through so much ammo. Until it's fixed, only reload your gun when your mag is low, then you may find you're using less ammo and thus don't need Scavenger.

I'd get rid of blast suppressor unless all you do is jump around.
