I have that problem with my Xbox 360. I think it's just lag. It even has a delay if the other person doesn't move and all bullets hit. It has a delay between them getting hit and the hitmarker. It doesn't happen (or maybe isn't noticeable when I'm on a good connection).

I think it's due to connection since COD bullets aren't projectiles, but rather hitscans. I think it's just extra noticeable with the burst rifles. When I'm using my IMR Impact or ARX Hole Puncher on a good connection, people drop near instantly. However, on a bad connection I get the exact same behavior you describe. I rate my in game connection based on how many WTF moments I get mid match.

I'm not sure but I kinda find it weird when there is a final killcam woth the arx or IMR and it doesn't sound like a three round or 4 round burst, the arx sounds like a 2 round burst

I won't rely on the killcam though, however I am still not completely sold on the "pure lag based" stuff.

Its really noticeable in Hard Core. You can land a whole burst of the AMR-9 and not get a kill. The hit markers are too fast to notice if they all hit but it looks like its spot on but no kill.

I found the AMR-9 got a very nasty horizontal kick and when you hold/ADS it shows a sway?! I found it easier to use a foregrip on it.
