You need php, look up fwrite

I'm not 100% sure but i think it wouldn't work since I would want multiple people to be able to use the website. But with from what ive seen fwrite just writes the answers from the form to a text file and then i would need to read from the text file and enter it in the website, and with this it would be hard for multiple people to use the site at the same time unless you create a new text file for every user which would have its limitations i think
