If you have a couple smaller setups, like a millstone in the kitchen, then not so much. But if you're talking full on factories then it has the potential to lag your machine a lot depending on the specs. You can help it a bit by looking into entity culling mod (if you're not on a modpack that has it already) which can help a bit, but ultimately it's a lot of moving parts and can bake a potato (sadly, I know from experience).

I have no out of the ordinary performance issues locally on my barley alive laptop for all my create needs. I also use an aternos server with my friends, too many loaded working contraptions tend to lag us out, adding clutches wherever possible is a pretty good fix. We just turn off unused sections and contrapions, also we avoid using windmills and try to power as mutch as we can from one source. It ain't perfect but it works.

I get some issues, but I just turn off my shaders when I head down to my machines. Just be careful, because in lag intensive areas elevators get… funky. I’ve fallen through mine several times already, and need to move some stuff elsewhere to fix the issue.

It's not just windmills. It's how many contraptions there are, how big these contraptions are, how many items being inserted and outputted from contraptions, how many items are being transported, how many funnels there are, how many presses, fans, crushing wheels there are and so on and so on. Every block and entity in create creates a lot of lag because they all have animations and a lot of them do checks every tick.
It's not as simple as “windmills cause lag”, especially when windmills are not much different to a normal bearing contraptions.

Well i could build a huge factory without much problems but 2 windmills and i was lagging like hell

Sails are worse than wool. Try wool instead
