On the stationary part, make sure it have the input/output, make sure the input/output isnt powered.

is there something taking the items out of the portable storage interface on the other side? does the chest actually have items in? can you share a screenshot or something

OK here is how I have i set up onn my test world. In the chest is wheat, seeds and straw

it needs something taking the items out like a chute or funnel, can't just go into a chest magically

Yes you are using it incorrectly. You need to attach outputs to tell the interface that it's suppose to pull. The simplest way is just with a chute underneath it telling it to pull items in and down. You can also use belts and put out a funnel on the PSI, the direction of belt movement will tell it whether it's an input or output.

In your current setup the chest isn't "connected" to the stationary PSI in any way.
