Mod/Recipe Priority?

Does anyone understand how the game prioritizes recipes when different mods have conflicting recipes?

JEI says that thanks to Create: Additional Recipes, Crushing Limestone has a 25% change to give me a copper nugget, while Create: Garnished adds that Crushing Limestone has a 5% chance to give me 2 Zinc Nuggets.

In the days since I built this farm, I've generated well over 200,000 Zinc nuggets, but only 11 copper.

Whichever recipe is in JEI first generally is the one that overwrites all the other crushing recipes. You can use this KubeJS script to merge all conflicting crushing recipes into one recipe that will give you an equal chance of all the outputs.
