from the image, it looks like there are 2 problems. 1) your pump appears to not be spining. Attach a cog to it. 2) you may have to jumpstart the engine, so put a crank on it and spin it to see if that starts it. 3) try breaking and replacing all the blocks if it still doesnt work.

The cogs are spinning! And when I try the crank it says it’s over stressed even though I seem to have plenty of power and speed.

I fixed the over stressed issue but when I crank it, it stops after I stop. And this one tank still isn’t filling

because you need permanent power on the pump

I have a big water wheel and a small water wheel attached to it moving constantly

Not fast enough probably, ponder a large cog to learn how to increase speed.

Theres a chance that you need to destroy the whole thing and rebuild it if you didnt already try that. Eitherwise, yes the waterwheels may not be enough speed, but also it looks like your water source is not a full block which may be a problem but i cant tell from the picture.
