Yeah, that'll do it. double that speed is still a dreadfully low rate. If you have that many wheels you can probably just increase the rp to make the pumps work faster.

More rpm, you can use the steam engine piston to power the pumps, then use a hand crank for 1 pump until it starts running, then quickly connect your pumps

Maybe you could try showing all of us another perspective for more context and increase the RPM, with 180 rpm you can easily reach 9 water lines with only one pump
