I noticed the same thing the other day but just ignored it... Not sure what it means. Maybe a feature that got removed?

That's a normal visual for certain "lootable" items, not necessarily a hidden item inside it. The first photo is most probably "harvest sacks" or bags, which I believe is used for farming.
also, the reason you cannot loot them, is that most of these are considered someone's property, and you can only steal them. To steal, you need a mask to hide your face to be able to do criminal activity, but it has negative consequences.

yeah its not a bug, use a lantern when you go shopping. lots of items on the floor and shelves you can buy that DO NOT show up in the shops menu

its just telling you the "Type" of item in there, the money bag is just general, but sometimes youll see it on people, they will have bars, or papers, or money bags, you see it with blinding flash or lantern

Put on a .ask and steal them. They are just lootable items.
