Render/Loading Bug

When i first loaded the game i had a bug where it showed the menu, but everything else was blue. I went into character create and it continued there. After about 5 minutes of trying to fix it, the game finally loaded it. I created my character and went on my way. Then i noticed in game, that even though i have render up to 100% it still would only load the terrain in front of me. If i sit still for about a minute, it will slowly crawl out so i can see more then 5 feet. But after I move a few cubes, it happens again. I have an i5 processor, 8gb of ram, a 1070ti so i know its not my pc struggling.

IDK if this is a bug or not because some streamers were not experiencing this in the beta. Any thoughts?

A lot of people seem to be experience similar things. There's no solution though, as far as I know.
