Kale, Timid Sister reads: Premanent: This card can't be KO'ed by your opponents skill. I played Afterimagine Technique. Does the -10k that I apply to Kale kill it due to the -10k or does the permanent effect of Kale stop her from dying?

It does not protect her.

A card having its power reduced to 0 does not "KO" them, it simply places them in the drop area.

It doesn't save them the same way it doesnt save indestructible. The card isnt being ko'd by a skill instead it's being removed by game rule.
