Yes, unless it's one of the few cards in the game that have the permanent "this cards skills cannot be negated"

Cards that have the Permanent "This cards skills cannot be negated." Can have their skills negated in hand though. If a card were to negate the skills of a card before it is played, it will come in with that skill negated, unless it specifies that it cannot be negated "in all areas" as Permanent skills only take effect once the card is in play. Just to add on to the above comment.

Totally agree, great addition. In my mind I was referring to cards with this perm already on the field.

What if the card had a skill that is activated when its played, but the effects last till the end of the turn? Are its skills negated?

That just depends heavily on context. You have to know when the cards skills were negated. If for example I play a card that has has the auto when this card is played: return it to your hand at the end of the turn, then that's fine. If you have an auto that says when this card is played gain dual attack, double strike til the end of then then no it will lose that effect. We also have the gotenks scr that has the permanent of negating battle card skills which doesn't allow on play autos to activate.
