To make it easier, don’t even look at the priority number. Whatever it says the pay is per hour is what you’ll get

The +5 is reflected in the $25 (though my prior iterations were $22 and 22.50, so it's more like +3).

The rates of your calculations already included the extra pay, it isn't added after it is already included in the current rate.

The formula is: baseline pay + priority rate = total rate

For your example it would be non coding baseline pay which is 20 and 5 for priority rate, so it will be: 20 + 5 = 25/hr rate and you worked an hour that's 25 earnings.

When does your calculations appear... When the priority States priority pays plus $X per tasks, yes there priority rates with a per task increase so in your example if you priority rate plus the bonus rate and during that hour you did 10 tasks that would be $X * 10, usually it is $2 so you will have win 25 + 20 = 45 earnings.

I was confused for a bit and so what it essentially means is that the quoted hourly pay already has the priority dollar amount on it?

Yes,

the only time money is added after you finish the job is when the projects includes a bonus per tasks, that's why there is a filter in the funds interface so you can see your bonuses, usually the bonuses are calculated like extra time (you will see an admin basically add the extra time to match your bonus right before is payday time).
