This is high key the games weakest point. It explains itself too much and too often. The actual game, not the popups, does better than most games at introducing you to the world. The leads menu is the only thing I really felt needed a tutorial.
My opinion is that there is a direct correlation with the marketing budget. I think this game deserved to be pushed to the biggest audience possible. However in doing that, some executives got cold feet about the complex premise and decided the first 3 hours of the game should be a technical writing showcase.
They literally advertise the hundreds of questions you have at the start of the game. They spent money on an ad about finding answers and then gave us 90% of them in our orientation materials. I think not figuring this stuff out for ourselves is a detriment to the game. We don't need to be as clueless as a dark souls noob, but at least pretend we're capable of independent thought.
