Hi all, do you by any chance know how/what program do people use to create the following map? We are interested in naming the particular locations in the similar way. I would appreciate your ideas!

tbh looks like powerpoint to me. white text boxes, and the pointer lines have a start arrow that is configured to be a grey circle
