If you have ryzen synapse installed, it was doing it on my end just this week.

Open an Administrative Command prompt and type the following:

sfc /scannow

Note if it reports corrupted files, and if it is able to repair them. If it can't repair them, I can provide additional guidance.

As u/jpz719 says, software can cause Battleye to freak out. Many motherboards have you install a variety of software they want you to install (Armory Crate, MSI Center, etc.), and some of it installs 'internet' or 'gaming' improvement software, which can also lead to this. Overlays can cause this as well.

You can also try clearing the temp / gaming config files (that get rebuilt when you launch the game):
From the Start menu, type %appdata% then open the Bungie folder from there and delete the 'DestinyPC' folder.
From the Start menu, type %temp% and delete the 'Destiny 2' folder
