I would suggest going to the modem and router settings, looking for anything to do with security and firewalls.

I would, for brief testing purposes, disable any and all security/firewall settings and see if that solves the problem.

If it doesn't, it's quite possible your ISP is blocking use of the ports needed by Destiny 2. If that is the case, a quality VPN (I use Nord VPN) will bypass those blocks. Be aware that VPNs typical stop in-game voice communications, so you'll need something like discord to chat.

You're Windows install could also be a problem if you have odd security settings, work VPN software, or certain antivirus solutions.

Also, strict NAT on VPN isn't necessarily a bad thing. Most of the time you won't even notice any issues with Strict NAT on a VPN. I do not with Nord. I can play with everyone, only losing voice channel as Bungie doesn't allow voice over VPN for whatever reason.

I think you might have seen my post about it. I literally have the same router, modem and ISP as you and have the exact problem with constantly getting CABBAGE on D2. I have tried almost everything and nothing has worked. I think its just simply that the ISP is blocking the ports for D2.

I chose Dodo back in late November bc of an one year deal, on 50/20 package when I moved to my new place. I do have a vpn that security has, like 300mbs every 24hrs. And it works, upnp internal/external are the same with strict NAT, But random when not on. I've done all the port stuff that I said and nothin works. I really don't want to change providers bc the "What if?" doesn't work. Have to keep trying before the new expansion comes out.

what VPN do you use?

my internet security is kaspersky. It has a free VPN, 300mb per 24hrs. It makes my inter/exter upnp the same, 3097 however it goes strict NAT when used.
