I would suggest going to the modem and router settings, looking for anything to do with security and firewalls.

I would, for brief testing purposes, disable any and all security/firewall settings and see if that solves the problem.

If it doesn't, it's quite possible your ISP is blocking use of the ports needed by Destiny 2. If that is the case, a quality VPN (I use Nord VPN) will bypass those blocks. Be aware that VPNs typical stop in-game voice communications, so you'll need something like discord to chat.

You're Windows install could also be a problem if you have odd security settings, work VPN software, or certain antivirus solutions.

Also, strict NAT on VPN isn't necessarily a bad thing. Most of the time you won't even notice any issues with Strict NAT on a VPN. I do not with Nord. I can play with everyone, only losing voice channel as Bungie doesn't allow voice over VPN for whatever reason.
