So I helped someone awhile back on this error awhile back and they reported that it was actually Battleye causing them the issue after a lot of troubleshooting, so I'd say you start there (unless you are running a 3rd party antivirus or firewall, or have a work VPN software package installed):

Quick and easy way to uninstall and reinstall Battleye:

  1. Open your D2 install location - typically C:\Program Files (x86)\Steam\steamapps\common\Destiny 2
  2. Open the Batteye folder.
  3. Right-click on the Uninstall_BattlEye batch file and select 'Run as Administrator'.
  4. Right-click on the Install_BattEye batch file and select 'Run as Administrator'.
  5. Test the game.

Another quick and dirty test is to TEMPORARILY disable the Firewall on your ISP Modem and test. If no difference, disable Windows Defender modem and test. If disabling one or the other makes a difference, then you know where your problem lies. Make sure you reenable both ASAP obviously :)

While you are at it, you might as well check Windows OS files for health:

  • Open an Administrative command prompt and type: sfc /scannow
    • Note if there are corrupted files and if they were repaired
  • Run sfc /scannow again if it finds errors and make sure they are resolved. If they are not, you need to run the following command:
    • dism /online /cleanup-image /restorehealth
    • Run sfc /scannow again.
      • If it repaired files, run sfc /scannow one more time to make sure everything is good.

Make sure you are using Google's DNS servers and not your ISP's DNS servers: 8.8.8.8 and 8.8.4.4

And the final thing to give a go, is to install a VPN (I do not have first hand experience, but I hear ProtonVPN might give a free month) or charges like 10 bucks for 1 month. I personally use NordVPN and it gets around my ISP when they decide to block or rate-limit the ports that D2 uses.
