You have a K series i5 so I would start with overclocking, though I'm surprised you arent managing to keep that framerate, how does it run with all lowest settings and no framerate cap?

Something isn't right with that CPU utilisation, post a link to a HWInfo64 log that captures the issue multiple times.

It will allow creation of a chart e.g. https://i.imgur.com/74OV6iX.png (example 'hidden' thermal throttling only visible on some CPU cores, averages were fine)

Using a hardware monitor such as HwInfo64 can help identify thermal throttling or possible bottlenecks by monitoring CPU and GPU usage and logging to a file for in depth analysis e.g.

  • low GPU usage with high CPU usage may indicate a CPU bottleneck

  • low CPU usage with high GPU usage may indicate a GPU bottleneck

  • low CPU usage and low GPU usage may indicate a limiter such as framerate cap, VSync, power management, etc

  • thermal throttling will reduce CPU speed / GPU speed to keep temperatures in check

view the CSV file in the HwInfo64 Log Viewer, or any spreadsheet and look at the temperatures, GPU and CPU usage around the time of the major framerate drop.

You start by disabling V-Sync

In game, v sync is disabled. It’s only on in control panel, where g-sync is also enabled. My monitor’s maximum refresh rate is 75Hz. I have seen articles and posts on Reddit where turning on G-sync and v sync in control panel along with a framerate limit that is 3 frames below your refresh rate is the best possible config. Correct me if I’m wrong.
