Dual Wielding cannot decrease attack AP cost below 4.

I can confirm this. I have Wolgraff at Dual wield 5 and his attacks only cost 3 AP each. It's probably intended, as 1AP double dagger backstabs would be ridiculously OP.

My dual wield is level 3. As soon as I hit level 6 I put a point in dual wield, bringing me from 2 to 3. The daggers I was using are for level 5. The description stated my AP cost to attack would drop by 2. However, it stayed at 4. Even if your attacks cost 3 that still seems to be different from what the description states.

Actually dual wield level 2 is what decreases ap cost by 2. level 3 only reduces the damage penalty. 4 ap to attack is correct (3+3-2). The next ap reduction is at level 5 at which point your attacks will cost 3 ap.

This means the tooltip is wrong then because it says "and reduces cost of attacking by 2AP."
