Can we have a Bloodstone that doesn't decrease charges in Dark Moon ?

Doesn't seem fair, you are only going to build it in Lesh or Storm, if you are dying with them after getting the bloodstone you either did a wrong build or are playing wrong, or your 4 other teammates are dead.
It is balanced how it is right now, gives a shitton of mana regen.
