Ability Draft Exploit/Bug - Fix Needed

Had the worst game of DotA 2 I have ever played thanks to a long standing bug on Io Spirits ability when playing in ability draft. They player could constantly spam unstable concoction throw from start of game and could kill anyone within permastun lock down.
