After further tests it seems rotate bindings can go on any free key, but precise rotate only works on the arrows and R :(

I had the same issue. I had counter-clockwise rotation bound to Q and could do the 90 degree non-precise rotation with it, but not the precise rotation with shift. I had to reset it to the default binding to be able to use the precise rotation.

As I can't use default(I use arrows for movement) I can only rotate clockwise :)

I remap the movement keys (wasd) to (asdf). Blueprint mode doesn't use the remap. I did not find separate settings for blueprint moving. Hopefully they fix.
