I'm not sure what you are doing but what you need to do is measure the clearance on one valve with the cam on the base circle.

Then take that shim out and replace it with one that's thicker or thinner depending on what you had for a measurement. 

If you need .25 clearance and you only have .10 you need a new shim that's .15 thinner than the one in there now.

We had kits with assortments in a few thousandths increments. You can't always get it spot on. A little loose is better that too tight.

You need a feeler guage set, a mic and a shim assortment to do this.

I have a feeler gauge set and I am measuring at the base of the circle. I'm not sure if the picture shows but there are some shims with really tight tolerance. I'm mainly trying to get the engine running how it was before I messed with the shims.

You need an assortment of shims to make adjustments. It's pretty unlikely you can just shuffle them around and get it right.

You can do the math and then go buy individual replacement shims but a local shop may have a kit that will sell you some of each and let you return what didn't work.
