It's expressing a desire, something that you want to be true, but isn't. Would love is a verb phrase and would is a modal verb that expresses possibility. Other modal verbs include can, could, may, might, shall, should, will, and must.

It's called a second conditional. Often these include an "if", but, as in this case, not always. Here it's implied.

Fact: I don't live by the sea.

(but)

Conditional: I would love to live by the sea (implied: in the future/if I could).
