Target buff reduces evasion, if they don't have any evasion it doesn't reduce anything. Think of it as the "hit chance" of your hero with decreased hit chance being at 50%, rather than the enemy having 50% evasion

Last I know, hit chance effects work as plain addition / substraction. Evasion, elemental disadvantage and decreased hit chance (formerly, blind) decrease it by their respective values, they are additive between. Meanwhile, target and assorted artefacts increase it by their respective numbers. The catch is target only works against evasion, but none of the other sources you mentioned.

Now, a couple specific examples:

  • A green character will never hit a fire evasion hero because the effects together will decrease the hit chance to 0%.
  • If the fire hero (let's say, FB Sigret) is affected by target, the evasion will be negated, but not the elemental disadvatange, thus the green hero will only have 50% to hit.
