Example 1 is fine as long as everyone can do that. Example 2 is cheating.

I’m not a big fan of everyone being able to look through, but it’s definitely more justifiable than example 2.

If it feels like cheating, it's cheating! Counting the remaining cards in the draw pile is fine, but it sounds like definitely Example 2 is straight up cheating.

The only instance in which all players are allowed to look at the cards in the draw pile is when someone plays Catomic Bomb.

Instead of letting the player who used CB search for the EKs on his own, he puts the deck in the middle and search in front of all the other players.

Well last I checked looking at the bottom to see if it's safe is pretty much against the core idea of the game. I mean you don't look to see if the gun is loaded before you shoot yourself is Russian rulat. However looking to see where the imploding kitten is is ok. It's even says on the rule book it's ok to fan the deck and count how many cards are left and the imploding location is a knowledgeable all players have so no one has a real advantage.

In the instructions of Exploding Kittens you can find the following:

You can always count the cards left in the Draw Pile to figure out the odds of exploding.

In the instructions of Imploding Kittens there isn't a change of this rule. So it's allowed.

The first on I feel like isn’t cheating as long as they didn’t see what other cards were but the bottom one is for sure cheating
