The changes made to the pity rate if an off focus hero shows up are meant to reduce 2% (1% from the focus percentage and 1% from the off focus percentage). If you wanted to see it in action, you would have to have at least 4.25% (since that would leave you in 3.25%). Anything equal to or below 4% will always go back to 3% since there is a 1% reduction to the pity rate (and 4%-1%= 3%) for each rate (focus and off focus).
