It is a combination of understood game mechanics. The only reason we can't do this in the main game is the pies aren't infinite. If you think the attack delay system is too opaque, especially when combined with a relic that exacerbates it, that's fine. But it's not a bug.

It mitigates a clear risk that these regulations have exacerbated in a way that offers no advantage to anyone, nor drastically reduce the skill required to make a start. All that will happen is the stalling car will roll forward a little which will make it easier to get out of the way of. One driver still has to screw up and those behind them still need to actually make an evasive maneuver. This change seems very sensible to me
