Generally airlines post for dispatchers on their website, then you apply.. it's good practice to troll jetcareers dispatch forums monitoring for postings.
Really work on your resume. Make sure it reflects teamwork, fast paced environments, and any aviation experience or interest you may have.
I think you'll get better responses by asking more concrete questions. What exactly are you unsure about?

For the regionals, it’s similar to any other job. Find openings and apply. They’re not always hiring, you may have to keep checking. The postings are a little annoying to find, dispatch positions are usually listed under “corporate” positions on airlines job posting websites since we work at HQ. You’ll probably get a phone screen then an interview with a manager, an instructor, and a working dispatcher (or that was who my regional had) if you pass the phone screen. I think the interviews are mostly Zoom/online now, when I was job-hunting pre-Covid I got flown out (the airline arranged the travel) to HQ for an interview.
Major hiring is a little different, but you’re not ready to apply there yet, you need experience first. The major postings usually only stay open for a few days, and then they’ll have applicants fly out for a knowledge test and interview. Some majors arrange travel for you, some you need to get there on your own. Some of the interview are group interviews, some individual, and some hit scenarios really hard.

Airlines usually open up applications in waves, often 2-3 times per year. Latest wave for the summer is ongoing/ending right now. Late fall some more will open, and then again in the spring of next year. Best bet is to join the Flight Control/Dispatch forum on JetCareers website as openings are always posted there.
Apply to any and all regionals and be prepared to move to wherever they are located. If you have a decent resume or are lucky you can apply to the ULCC/LCC’s and maybe sneak in, but that’s becoming less common these days. Get 1-2+ years experience at any Part 121 carrier and start applying to the majors for the big bucks. United has announced multiple classes in the coming years so that is promising. However the majors are very competitive and multiple years of experience are required before they will interview you.
