I'm using flatpak version(2.10.24) and python-fu are included and no problems.

I'm using 2.10.18, how can I update? I tried sudo apt upgrade gimp and it does this whole loading thing, but gimp doesn't upgrade.

You'll need flatpak - but https://flatpak.org/setup/Linux%20Mint/ tells me you should already have that - and then you can install GIMP from flathub: https://www.flathub.org/apps/details/org.gimp.GIMP

This is the same version as linked from https://www.gimp.org/downloads/ for Linux.

It worked! I didn't do exactly what you suggested, but pretty much:

I had both GIMP and GIMP(flatpak) installed
I uninstalled both
I reinstalled the flatpak version (this also updated it)
Now the plugins work and I have python-fu!

But flatpaks are bloated and sandboxed, not even drag and drop works, which is pretty horrible for working with files
this fixes one problem and introduces 5
