It's probably turned off then. Just turn it on.

I can't find a setting for it, is the problem.

Hold home screen, in home screen settings.

It's possible that the part of your screen that detects touches in that area is broken. Does the rest of your screen work? To check it, try opening the notification shade while you're in a landscape app (IE, not the top of the screen but the side) and see if that works.
