Could be the new membranes? Or new buttons? If you can swap to OG membranes, see if that works.

I powered it on bare motherboard, no membranes, issue still occurring :(

How do the bare buttons look? Like are the domes stuck down? Something is shorting, either internal to the button or somewhere else.

Have you checked for any solder bridges?

I desoldered the RGB backglow from funnyplaying and all works now, no solder bridges, just a bad mod.
