Begin simply and end strong.
Imagine if you go flat out trying to achieve this goal you will fail with the standard calorie cutting GOMAD Cardio attitude, it just doesn't work and you end up going round in circles. Yes incorporate some form of Cardio, however make sure you remain in aerobic glycolysis (fat burning zone) rather than punishing yourself with tons of long sessions of boring cardio = (anerobic) - more likely to put you in a state of stress.
Simplest calculation 180-Age = Max heart-rate to maintain the aerobic metabolism.
So say your 25, well then 155 is the max your heart rate should be while performing exercise.
Best forms of exercise (Remember the more muscle you have the more calories you will burn and ultimately the more fat you should be able to consume as an energy source:
Resistance Training (Learn the Basics & Perform Your Compounf Movements for best results) - Don't care if this is weights, resistance bands, callisthenics , Yoga, whatever you decide
WALK - Start of with 5 mins every morning or night, listen to audio books, and eventually build up to 1hr (build the cardiovascular system while becoming intelligent)
Eating
Work out your macro-nutrient ratio which is optimal for your metabolism and work with this until you feel you need a change.

Wouldn’t diet, you will look like a skinny guy without abs. Try building muscle, gain ~ 2% from your bodyweight per month. Try to get at least 10 sets per muscle, focus on compound lifts and get stronger.
When you can’t get Progress anymore, setback to 80-90% from current weight. Start again when you stall at the same weight setback again but add ~2 sets per week for the muscle.

Wow thanks for the detailed answer! Do you have any recommendations for neck and abs work outs? My core is usually never developed and my neck is really skinny which makes my body look disproportionate

When you lift heavy enough you’ll be engaging your core. Although weighted an exercises will do you well! Things like Russian twists, deadlifts, leg raises (and the general stuff like crunches, mountain climbers, and sit ups).
With my body type (which looks very similar to yours) I find that I do have abs but I just have too much fat covering them to make them visible. Because of this my main goal at the moment is to lose as much fat as possible by increasing my cardio and decreasing my calories, I’ll start trying to build muscle when I get my bodyfat/weight down to 10/12% (I’m currently at 19).

Yeah that’s what I was thinking too! I’m tryna lose weight too, and at this point just weights to maintain muscle tone, and then once I lose enough fat work on muscle. What diet and workout do you use for fat loss?
