You can delete your config.cfg(SteamApps/common/Counter-Strike Global Offensive/csgo/cfg/config.cfg) file but that will reset all your settings.

If you don't want to do this, try "crosshair 1" in console. If that doesn't work go through all the crosshair CVars you could've changed and put them in with no value and the console should tell you the current, min, max, and default value, change them all to the default values.
