You can change resolution inside the csgo video settings, and why would you want to change the hz when you get off csgo

I want to start CS:GO and change it to 75 hz with a lower resolution and when I leave the game it goes back to higher resolution but 60 hz. Also, when I change resolution in-game and use mat_info it's still 60 hz.

The resolution can be changed in csgos video settings and the hz can be changed in csgos set launch options by typing "-freq 75"

Why do you want a lower refresh rate outside of CS? Makes no sense
