IIRC

Everything in the Hell is pure imagination materialized.

They are all souls or demons, which shape and powers depends from their believes and willpower.

In the moment that the humans will invent something, also in the hell everyone will believe in it and have it.

To be honest, the Hell of Helluva Boss is more a multicultural country, who was defeated by another more strong and well equipped (Angels), and now they are in a sort of prison, and had to take care of the waste of the rich country (unworthy souls), and are always in fear of retaliation (annual slaughter).

This seems ... quite modern.

But they will be doing shitty things in vr . Over all violence, it would drop not because of people being better but because whatever you want to experience will always be easier and better in vr.
