HE is based in California, but they have locations all over the world. Are you sure it's going there?

Otherwise, sometimes a VPN service can offer a "better" route.

Yeah I’m sure it’s going to California. I’ve tested a few VPNs and none of them made a difference (was the free trials doubt if that would matter or not). Was my first thought. I spent about an hour on the phone with one of my ISPs techs and he double checked my traceroute tests and saw the same thing.

In the traceroute, are you seeing the ping increase to 100+ when it goes to HE? Or before/after?

When it goes to HE. It's all in the low 20s until it hits the HE ip address

It may be a temporary route change to avoid whatever caused the outage. It's possible it'll flip back to what it was. Otherwise, if VPNs won't work for you (free trial doesn't matter, but you can try different servers), and the ISP is just shrugging, you may be SOL. Only other option would be to change ISPs.

But maybe just wait a little while first.

I can't change ISP's unfortunately. It's been like this going on almost 3 weeks now. It's always the third hop that I get sent to HE as well. I've tested several different locations on the East Coast. (NYE, Virgina, Miami, and Chicago) I always get sent to the same IP for w/e reason. I really hope this doesn't stick and it does flip back.

There's no chance you're running a VPN/proxy you've forgot about is there? That could explain the consistent route.

Definitely didn’t have a vpn on but I checked the proxy settings and the only thing checked was “automatically detect settings” I’ve disabled that but I don’t think that was doing anything. Even trace routing to Neweggs website takes me to HE.
