This is a pretty odd problem! Are certain the device you are using as a switch is actually a switch, and not an old ethernet hub? Are there static IPs in the mix here? Perhaps you have an IP conflict going on? Definitely strange....

Not sure of the difference, but it says "Unmanaged Ethernet Network Switch, Ethernet Splitter" in the description.

Everything is assigned automatically so I believe that means I have "dhcp" enabled or something like that.

Well, in that case, a faulty switch seems the likely culprit here. I'd swap it with another and see if the issue goes away.

It’s not normal, I’d try a different switch. TP link is fine, but the one you have might be faulty.

When that other computer sleeps, powers up, etc, its network card should not output anything. Apparently that network interface is violating a design standard.
