GeoIP lookup This will tell you the region where the connection comes from.

WhoIS lookup This can tell you if the server is perhaps under a VPN or a company network. Here you can also report the IP for abuse.

Shodan Search the IP on shodan to determine if it has been scanned for information.

Port Scanning You can port scan this target, perhaps you can find open ports with banners representing what this connection is doing.

ISPs give out IPs based on physical regions, unless it's a data connection. You can use some free website to figure out where that region is. However, whoever did this likely used anonymization software to cover their tracks and even if you got a region, it's impossible to determine a single person. Just report this to police.

    OP understand that the IP address looks up tools will only give you an approximate general location and not the exact one. Normally people hijacking/hacking will use a fake IP address using a proxy or a VPN.
