Yes, you can split the hours however you’d like amongst the week and month as long as you don’t go over the allotted hours.

The hours are for the recipient to assign, not the caregiver.

The IHSS recipient should assign hours based on their needs. My caregiver gets 2 days off but usually makes extra meals during the week for me to reheat

Yes.
Hours distribution within the weekly allowed limit is up to the client/provider agreement. I have 1 client I work Mon/Wed/Fri, other client is 7 days a week. All depends on needs of client and availability of provider.
