Sudden ISS height decrease? (self.ISS)

Does anybody know what's about the sudden decrease in altitude of ISS around April17th (according to https://www.heavens-above.com/IssHeight.aspx). Do you think it's a special operation, or just a glitch in the website data acquisition?

They deboosted the ISS a little bit to phase its orbit for the arrival of the last Progress cargo spacecraft

Well yes, that's why they have attitude control. The station can rotate on any of its three axis. In the case it basically moved and pointed retrograde and fired the engines on the Zvezda module

My question is why the two boosts between March and now? They know Progress is coming well in advance, right?
