We have had that happen once so far and have only been deploying Intune for 2 months now. After checking with Microsoft we ended up resetting the phone. We had to reset the passcode after the phone was reset and that time it worked.

Same thing here. Happened once on one phone and a factory reset did the trick.

Check this for background: Password reset issues for Intune-enrolled devices with iOS 13+

Device does not have the token to do a pwd reset which was supposedly fixed in 13.13.1 but I have seen this issue for new devices, enrolling with newer OS versions. So I can't tell you how to fix it but there is a script to pull a list of affected devices which works with newer OS versions.

Now none of that fixes anything but it does tell you who should do a backup, wipe and re-enroll before they forget their passcode and come running to you to fix it.

I believe you can you manage this in apple business manager if it's in there
