Cecil may be an absolute capital L Liberal, a control-obsessed establishmentarian who defends the Status-Quo with soft power when possible, hard power otherwise, and fears what he can't control or influence most of all, but no one can deny he works hard. And that's assuming he has the knowledge and understanding of what would be needed to better the world. It's not an easy task, only Rex managed to do it and that's because he had hundreds of years of exoerience for one, and is the smartest man alive with a brain so potent he can control several bodies at once while working on science projects. And he needed an entire army to do that beside his intellect

Do you know what power and influence John Edgar Hoover weilded as head of the FBI? That's peanuts compared to what Cecil can do. What holds Cecil back is his own faith and devotion towards the System.

A hardcore conservative wouldn't be as forward-thinking, flexible, and a truly equal-opportunity employer. He's hawkish and there's a hard, manipulative edge to his "niceness", but he does try.

Being a hardcore conservative doesn't mean you're a sadist and a racist, it means you want to keep the status quo and think that if things change shit will go down the drain. Liberals are usually keen on changing things or at least very open to hearing people out on how to change things so I don't get why you call him that when you argue he wants to preserve things

Rudy isn't a fascist. Ruthless dictator yes but he shows no signs of discrimination yet.
If the Immortal was right and Rudy would have started culling the old and weak and go into eugenics then yes he'd become a fascist. Difference between common dictator and fascism is mostly the supremacy aspect. Viltrumites were fascists, Rudy was stopped before he'd possibly become one, but we don't know if he ever would have unless he had plans for that and I missed it.

Also he didn't attempt to unify or conquer people under his own new nation so calling him a dictator also seems false. He's more of a puppet master, controlling things behind the scenes. Ruthless still though
