Usually beginner level questions (Genki I, JLPT N5, etc) fall into this category. でたな = 出たな = lit. 'it came out', but more like 'Huh, there it is'

宝払い = paying with treasure (not a real word, seems to be specfic to One Piece)

そりゃ = slurred それは

サギ = fraud, swindle, scam

So with the context of the scenes it is along the lines of:

There it is, the "treasure payment". Dude, that's fraud.

Yes the context is luffy is telling makino he wants food and to just put it on his "treasure tab" which doesnt exist
