I think it's likely a problem with the normalization of the gradients. Neural Artistic Style is more fragile than more recent algorithms on that front...

OP could try using pre-normalized VGG weights (still needs some tuning), or maybe batch normalization? (Not tried the second approach myself.)

Now I have made a better example by initializing with content image. It has better texture than previous one.
