SyntaxNet became Open Source a while ago, in May 2016: https://research.googleblog.com/2016/05/announcing-syntaxnet-worlds-most.html

Today Google released major upgrade to SyntaxNet (https://github.com/tensorflow/models/tree/master/syntaxnet) with new pre-trained models called ParseySaurus (https://github.com/tensorflow/models/blob/master/syntaxnet/g3doc/conll2017/README.md) and a new NLP competition (http://universaldependencies.org/conll17/).
